Head of the district

The head enables the functioning of the Administrative District in the field of jurisdiction, obligations and authorization which are derived from the Law on State Administration (“Official Gazette of the Republic of Serbia” No. 79/2005, 101/2007, 95/2010 and 99/2014) and the accompanying regulations, the Regulation on Administrative Districts (“Official Gazette of the Republic of Serbia”, No. 15/06) and the Regulation on the manner of work of the Administrative District Council (“Official Gazette of the Republic of Serbia”, No. 15/06).

Article 40 and 42 of the Law on State Administration dictates that the Administrative District has a chief, who answers for their work to the Minister of Administrative Affairs and the Government.

The District’s head coordinates the affairs of district regional units and monitors the implementation of the directives and instructions issued to them: monitors the realization of district regional units’ work plans and takes care of their work conditions; monitors the work of employees in the district regional units and proposes the initiation of disciplinary proceedings against them; cooperates with the regional units of state administration bodies that are not  formed for the district’s area; cooperates with the municipalities and cities and performs other duties determined by the law.

The head of the administrative district is an official appointed and dismissed by the Government at the proposal of the minister responsible for administrative affairs.

Article 7 of the Regulation on Administrative Districts prescribes the following authorities of the head of the administrative district:

  • Coordinates the work of district regional units of state administrative bodies;
  • Monitors the implementation of directives and instructions that are issued to the district regional units of state administration bodies;
  • Monitors the realization of work plans of district regional units of state administration bodies and takes care of their work conditions;
  • Monitors the work of employees of district regional units of state administration bodies and proposes to the head of state authority the initiation of disciplinary proceedings against them;
  • Cooperates with the regional units of state administration bodies which perform duties of state authority in the area of the administrative district, and which are formed for the area bigger or smaller than the area of the administrative district;
  • Cooperates with the municipalities and cities for the sake of improving the performance of the regional district units of state administration bodies and regional units of state administration bodies which perform duties concerning the state administration in the area of the administrative district and which are formed for the area bigger or smaller that the area of the administrative district.

The state administration body gives directives and instructions which are issued to the district regional units of the state administration bodies and excerpt from the state administration body’s work plan which refers to the work plan of the district regional unit.

Article 8 of the same regulation prescribes the responsibilities of the head of the administrative district.

The head of the administrative district answers for their work to the Minister of State Administration and Local Self-Government and the Government.

The head of the administrative district is appointed by the Government, on the proposal of the Minister of State Administration and Local Self-Government, according to the Law on Civil Servants.

The Government of the Republic of Serbia appointed Dragana Sotirovski as the head of the Nišava Administrative District on December 27, 2017.
